Story 9: The Partnership With No Door In
The Special Ones Series · Shelter Outline Stories

A web of agencies connected by lines, but no entry point
A network of partners with no way in for the people who need them.
The city announces a “collaborative partnership.” Ten agencies. Five nonprofits. Three departments. One unified mission.
The slide deck looks impressive. The org chart is beautiful. The arrows point everywhere.
But ask someone living outside how to access this partnership, and they’ll tell you:
They can’t.
Because no one explains the entry point. No one owns the intake. No one knows who does what.
The partnership exists on paper, not on the street. It’s a network with no door. A system with no front desk. A collaboration with no path in.
This is the truth: A partnership without access is just a diagram.
Closing Reflection
Collaboration means nothing if people can’t enter it. Build doors, not diagrams.
Call to Action
Make access the first priority. Make navigation simple. Make partnerships real.
