Turning Empty Spaces into Safe Places
Building Tomorrow, One City at a Time

Why This Exists

WhatJoeSees.com started as a simple blog of me walking the streets of Stockton, writing about what I saw,
what I lived, and what most people never notice. Over time, those observations turned into patterns,
and those patterns turned into a model. That model is now Shelter Outline: The Network.

The July 23 encampment sweep near Trinity Parkway showed the limits of enforcement-based responses.
It displaced around 15 people using a large, multi-agency operation without offering a long-term plan.

This is not how you treat people.

The Dignity-Based Sweep Alternative

Shelter Outline: The Network offers a humane, coordinated, continuity-driven model that replaces sweeps
with a predictable, trauma-aware transition process.

1. Preparation (2–4 Weeks)

  • Consistent outreach
  • Trust-building
  • Individual continuity plans
  • Clear communication
  • No surprises
  • No police unless safety requires it

2. Transition (1–3 Days)

  • Voluntary movement
  • Transportation provided
  • Belongings preserved
  • Trauma-aware support
  • Same staff throughout

3. Site Transformation (1–2 Days)

  • Cleanup without force
  • No police-led clearing
  • Predictable closure
  • Environmental restoration

4. Post-Transition (30–90 Days)

  • Weekly check-ins
  • Stability support
  • Housing navigation
  • Belonging pathways
  • Data tracking

What Stockton Should Have Done

A humane response to the Trinity Parkway encampment would have included:

  • Consistent outreach
  • Individualized plans
  • Clear timelines
  • Preservation of belongings
  • Transportation
  • Coordinated movement
  • Post-transition support

Instead, the sweep created fragmentation and instability. Our model prevents that.

Public Statement on the July 23 Sweep

The recent sweep displaced approximately 15 unhoused residents through a large, multi-agency operation
involving more than 40 officers and tactical units.

Sweeps without continuity plans do not reduce homelessness; they redistribute crisis.

Shelter Outline: The Network offers a dignity-based, continuity-driven model that replaces sweeps with:

  • Consistent outreach
  • Individualized transition plans
  • Trauma-aware support
  • Preservation of belongings
  • Coordinated movement
  • Post-transition stability services

A better way is possible and we’re ready to help build it.

For Donors & Partners

Supporting Shelter Outline: The Network means investing in:

  • Humane alternatives to sweeps
  • Continuity-based outreach
  • Coordinated transitions
  • Long-term stability
  • Civic trust
  • A replicable model for other cities

This is not charity. This is systems change.
