He was referred to a shelter that didn’t exist, at least not for him. The intake worker said, “We’re full,” but the website said “beds available.” He waited outside for three nights, watching outreach vans pull in and out, never stopping.

The shelter was a ghost-funded, staffed, and photographed for grant reports, but inaccessible to those who needed it most. He was told to “try again tomorrow” every day for two weeks. When he finally got inside, it was for a 15-minute warming break. No bed. No intake. No record.
The outreach team logged him as “declined services.” He logged them as “declined humanity.”
