The Concept of Delays How Do They Happen?

It’s hard to wrap your head around.
Say you hire a contractor to build a homeless shelter. The price tag? Five million dollars. The timeline? Twelve months. Fair enough.

Then an unforeseen zoning issue appears. A surprise expense. A permit snag. Suddenly the project halts not for a week, not for a month, but for six additional months.

Sure, delays happen. But when taxpayer money is on the table especially millions shouldn’t there be safeguards? Contingency plans? A sense of urgency? For that kind of budget, most people assume the contractor got paid up front. So why does the timeline stretch like elastic while accountability stays rigid?

And here’s the $64,000 question:
During those six extra months, did everyone involved still get paid while nothing was being built?
