In Stockton, many people living outdoors rely on their pets for safety, stability, and emotional support. But when an animal gets lost, there’s often no system to help bring them home. The Green Tag Project is Shelter Outline’s community‑built solution a free, barrier‑free ID program that keeps pets and their owners connected.

How It Works

Each animal receives a durable tag with:

  • A unique Animal ID
  • A unique Owner ID
  • A 24/7 hotline
  • A simple verification status

If someone finds a tagged animal, they call the number and we help reunite them no paperwork, no judgment, no cost.

Why It Matters

Traditional licensing and microchipping systems often require money, transportation, or documentation that many unhoused residents don’t have. The Green Tag Project removes those barriers and replaces them with dignity, safety, and community care.

What We Record

We keep information minimal:

  • Species
  • Rabies status
  • Optional medical notes
  • Owner’s first name or initial (optional)
  • Emergency contact (optional)

No addresses. No legal names required. Just what’s needed to help.
