Why This Exists
WhatJoeSees.com started as a simple blog of me walking the streets of Stockton, writing about what I saw,
what I lived, and what most people never notice. Over time, those observations turned into patterns,
and those patterns turned into a model. That model is now Shelter Outline: The Network.
The July 23 encampment sweep near Trinity Parkway showed the limits of enforcement-based responses.
It displaced around 15 people using a large, multi-agency operation without offering a long-term plan.
This is not how you treat people.
The Dignity-Based Sweep Alternative
Shelter Outline: The Network offers a humane, coordinated, continuity-driven model that replaces sweeps
with a predictable, trauma-aware transition process.

- No police unless safety requires it

- Voluntary movement
- Transportation provided
- Belongings preserved

- Cleanup without force
- No police-led clearing
- Predictable closure
- Environmental restoration

What Stockton Should Have Done
A humane response to the Trinity Parkway encampment would have included:
- Consistent outreach
- Individualized plans
- Clear timelines
- Preservation of belongings
- Transportation
- Coordinated movement
- Post-transition support
Instead, the sweep created fragmentation and instability. Our model prevents that.
Public Statement on the July 23 Sweep
The recent sweep displaced approximately 15 unhoused residents through a large, multi-agency operation
involving more than 40 officers and tactical units.
Sweeps without continuity plans do not reduce homelessness; they redistribute crisis.
