Shelter Outline’s pilot program, Dignity Through Work, offers paid employment to unhoused individuals through city beautification efforts. It’s not just about cleaning streets it’s about restoring purpose, visibility, and dignity.

Traditional care systems often delay support until someone is “ready.” We believe dignity is the starting point, not the reward. Work builds confidence, routine, and community connection long before permanent housing is secured.
🔄 Flipping the Script: Who We Hire
Cities like San Jose are investing in paid work experience for youth. Shelter Outline builds on this model but flips the script. We focus on the ones left out: the adults who’ve been skipped over, who resist help, who want nothing. Through court appointments or voluntary participation, we offer work not as a reward, but as a starting point. Everyone wins: the city gets cleaner, and people rediscover purpose.
